Congressional GOP Embrace President's Call to Overhaul Affordable Care Act

US senators are meeting during the weekend for the initial time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators floated a plan toxic to Democrats: scrapping the ACA, known as Obamacare.

Growing Consequences of Federal Closure

The effect on US citizens from the lengthiest shutdown of the federal government in history deepened on Saturday, as federal workers went without pay, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Plan from Golf Course

As weekend meeting got started, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Multiple Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is truly better for the consumer," one senator said.

Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Response

Democratic lawmakers expressed alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by the public and Congress."

Another senator responded to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? Then I applaud your support for Medicare for All."

Ongoing Negotiations

The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a small group of centrist lawmakers to terminate the shutdown in exchange for a future vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "require another path forward" after Republicans rejected an proposal to reopen the government and continue the subsidies for a year.

Another leading Democratic senator continued in arguing that Republicans should accept a one-year extension of the payments before negotiating the long-term of the subsidies.

"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to restart the government, and the idea of repealing and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Some analysts indicated that the essence of such a proposal would eliminate the ACA's mandate that carriers cover individuals with pre-existing conditions.

After his resort visit, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to garner enough backing in 2017.
